MISSION
Financial resources planning for current and future force requirements according to the army structure plan and handling the finances within the Army.
TASKS
- Implements financial policies and standards related to the financial plan, program, budgeting and budged execution
- Prepares long- term plans for the ARM budget execution in cooperation with MOD and FS.
- Appoints instructions for creation of draft budget for the commands and the units.
- Prepares the overall draft estimate of the ARM budget.
- Prepares the draft financial plan for ARM.
- Prepares the overall plan for procurement based on the approved financial plan and the suggestions made by the personnel responsible for planning.
- Organizes and coordinates the preparation of draft budget and financial plans
- Organizes the financial provision, based on the needs of subordinate commands and units.
- Responsible for ARM financial accounting.
- Organizes financial records and their storage and archiving in GS of ARM.
- Responsible for the cost accounts for GS of ARM.
- Organizes the account records and inventory lists of ARM.
- Organizes seminars and courses for professional development of the financial section personnel.
- Participates in creation of guidelines, standards and procedures related to the financial management.
- Cooperates with the MOD and FS for all the issues related to the budget and financial matters in ARM.
- Monitors and evaluates all the income and expenditures of the commands and units.
- Monitors and evaluates the budget execution and the ARM financial plan.
- Monitors and evaluates the realization of the financial plan of the commands and units.
- Secures relevant and timely information related to the financial management for the needs of the commands and units.
- Secures financial means for cash payments for the needs of ARM.
- Proposes the military treasury limit of the units and commands.
- Manages the ARM financial resources.
- Monitors the implementation of the financial and accounting standards in ARM.
- Inspection and supervision of the financial documentation in ARM.
- Performs internal inquiry of the financial management in ARM
- Participates in the organization and realization of inventory lists, responsibilities and demands.
Lieutenant Colonel Ilija Mitrov
Lieutenant Colonel Ilija Mitrov was born in 1981 in Strumica, where he completed his primary and secondary school, earning the qualification of economic technician. He then enrolled at the Faculty of Economics, where he graduated. In 2015 he completed his postgraduate studies obtaining a Master’s degree in Economic Sciences. He began his military career in 2003 after completing the Non-Commissioned Officer Course, receiving his first NCO rank Sergeant. After graduating from university, he attended the Officers Services Course at the Military Academy in Skopje, where upon completion he was promoted to his first officer rank of Second Lieutenant. Throughout his military career, he has attended numerous courses, trainings, and seminars among which the most significant are the following:
- Course on Multiannual Planning, Programming, Budgeting and Execution in the Ministry of Defense, Shtip (2006);
- Instructor Course for the LIS system in the area “Finance to Control,” the MoD-ARM, Skopje (2008);
- Selective Course for admission to the Special Units of the Army (2013);
- Mobile International Course on Defense Management, Ohrid (2014);
- Seminar on “Resource Management and Cost Analysis in Defense,” Skopje (2015);
- Specialized Training on “Financial Management and Control and Risk Management in the Public Sector,” Skopje (2016);
- Course on the “Joint Operations Planning Process,” Skopje (2018);
- Postgraduate Course on PPBE, Brașov, Romania (2019);
- Course on Defense Resource Management, Oberammergau, Federal Republic of Germany (2025).
Throughout his career, he has performed all duties within the financial service of the Army, starting as a finance NCO in the battalion; then serving as Deputy Head of Section in the Infantry Brigade; Head of Section in the Infantry Battalion; Head of Section in the Special Operations Regiment; Planning and Programming Officer in the J-8 Section of the Army General Staff; Head of the Budget Department and Deputy Head of Section; since November 2025, he has been appointed Head of the J-8 Section in the Army General Staff.
He participated in the “Resolute Support” mission in Islamic Republic of Afghanistan from December 2015 to June 2016.
During his career, he has been commended and awarded by the Minister of Defense, the Chief of the Army General Staff, and the commanders of the units in which he served on numerous occasions.
He is proficient in English language. He is married and has one child.
