It plans, organizes, coordinates measurements and activities for Civil Military Cooperation, within governmental and non-governmental organizations, as well as other civilian subjects in peace and wartime. It provides directions of Civilian Military Cooperation when sending ARM contingents to Peace Keeping and Humanitarian missions.
TASKS
Determines the needs and plans Civilian Military Cooperation (CIMIC) in ARM.
Provides incorporation and implementation of all aspects of Civilian Military Cooperation in strategic planning documents.
Provides directions for Civil Military Cooperation when planning and conducting military operations, exercises and training.
Cooperates, coordinates and directs Civil Military Cooperation when sending contingents from Republic of Macedonia to Peace Keeping and Humanitarian missions.
Plans and implements CIMIC personnel training.
Establishes control mechanisms to evaluate functioning of the CIMIC system.
Cooperates with departments in General Staff of RM and with CIMIC unit in MOD of RM.
Delivers regular and periodical reports, keeps records on the CIVIC lessons learnt.
Prepares a proposal-financial plan for CIMIC.
Plans and coordinates the activities for environment protection, monuments within the frameworks of CIMIC.
Prepares documentation for work regulation within its domain.

Colonel Arben Jakupi
Colonel Arben Jakupi was born on August 3, 1976 in Skopje. He graduated Elementary and High School in Skopje. In 1995 he continued studies at the Military Academy “General Mihailo Apostolski” in Skopje and graduated in 1999 being commissioned to Second Lieutenant in the branch Engineers. In 2006 he graduated his Master Studies specializing in Command and Stuff Duties at the Military Academy “General Mihailo Apostolski” in Skopje. In 2023 he graduated the School of National Defense, at the National Defense University in Istanbul, Türkiye.
Throughout his military career, Colonel Arben Jakupi has worked in several positions, including Platoon Commander, Company Commander, and Chief of S-1 in the Engineers Regiment within ARM. After graduating at the Command and Staff Academy in 2006, he began working at the General Staff of the Army until 2013. In 2013 he was appointed as Staff Officer for Planning Training and Exercises at the NATO Allied Joint Force Command Naples, Italy. From June 2017 to November 2018 he was appointed as Commander of the CIT in Veles. From November 2018 to December 2019 he was appointed as Commander of the Engineers Battalion. From 2020 to February 2025 he worked at the Operations Command of the Army. Since February 2025, he has been appointed as Chief of J-9 at the General Staff of the Army.
